Summary of the program:

Project HOPE provides humanitarian assistance to internally displaced and conflict-affected people across Ukraine. The United States Agency for International Development (USAID) Office of Humanitarian Assistance has selected Project HOPE as an implementing partner for a project focused on providing specific support activities related to the health, protection and WASH in health facilities and social centers for displaced people. While Project HOPE will lead the majority of the activities, we also work in partnership with two specialist NGOs focusing on assistive technology as well as specialist water and sanitation work in hospitals. This position will be based in Lviv, Ukraine. Local nationals only.

POSITION SUMMARY:

The Program Assistant position provides operational support, monitoring and evaluation, and technical support to the program team to improve the quality and efficiency of the BHA-funded project in Ukraine. The incumbent works closely with the assigned program officer and the extended program management team and other staff. He/she helps conduct assessments, is responsible for assisting the program development process with technical research and operational support. He/she raises issues to make timely decisions if necessary. The Program Assistant supports technical and core inputs from departments, including finance, logistics and human resources, to improve program decisions and actions. They support start-up activities; support the development of proposals, including budgets, logframes and detailed work plans.

MAIN RESPONSIBILITIES:

  • Support program implementation and operations.
  • Contributes to program success and technical quality of assigned projects.
  • Monitors assigned programs by reviewing information, reports and data through regular exchange and communication with program teams. Supports the program officer and technical and monitoring and evaluation teams to monitor the achievement of program and sub-project objectives, indicators and data collection. Enter and maintain quarterly project data in the internal organizational database to allow analysis and monitoring from headquarters.
  • Establishes and maintains a shared knowledge management system for the team, where critical project documents are systematically uploaded and accessed by all involved parties.
  • Reviews monthly financial data, compares budgets to actuals, and discusses variances and duration of project projections with field and GOF.
  • Supports the Senior Program Officer in day-to-day coordination and communication between assigned programs and other HQ departments, including legal, finance, monitoring and evaluation, communications, etc.
  • Coordinates, contributes to the development and ensures the completion of program planning documents for assigned programs, including work plans, detailed implementation plans, M&E plans, program designs and plans starting or closing.
  • Coordinates, contributes to the development of, provides technical feedback and ensures the completion of quality program reports with field staff, including quarterly PH reports, survey reports and donor reports.
  • Reviews, analyzes and prepares project results in collaboration with the field team for presentation within PH and externally as appropriate.
  • Review monthly project budget reports, identify variances and contribute to projections for future periods. Ensure that annual budgets are aligned with performance objectives.
  • Support the Program Manager and Country Teams in the development, implementation and management of sub-grant or sub-grant agreements for assigned projects. Works with project teams on the preparation of sub-grants and sub-grant agreements to ensure alignment with internal and donor procurement policies and routing to appropriate approvals.
  • Works to ensure Project HOPE policies and procedures are followed.
  • Collaborate with peer organizations and join technical associations on technical learning and in support of strategic priorities.
  • Keep abreast of current developments in program countries and assigned technical areas. Ensure external and internal project resources are up to date.
  • Support the development and finalization of quarterly reports to donors and for the HOPE project. Coordinate and lead quarterly portfolio review meetings.
  • Other assigned duties.

MINIMUM QUALIFICATIONS:

  • Bachelor’s degree in international development or related field
  • Minimum 1-2 years of experience working for INGO with international health programs, including direct implementation of health projects.
  • Experience in providing administrative and logistical support
  • Good knowledge of an international working environment (developing countries preferred)
  • Demonstrated communication skills, verbal and written. Writing skills should include proposal writing and program status reports.
  • Knowledge of budgeting and budget variance analysis.
  • Computer proficiency in both word processing and spreadsheet programs with presentation and report writing ability. Knowledge of statistical software is a plus.
  • Able to manage multiple priorities and work with minimal supervision and direction.
  • Able to think creatively and critically about programs and activities, to challenge the status quo and promote continuous improvement.
  • Identifies with the mission, vision and core values ​​of the HOPE project.
  • Strong interpersonal skills and commitment to humanitarian principles
  • Fluent in English and local language (Ukrainian).
  • Essential computer skills (word, excel and internet).

Physical requirements:

  • In performing the duties of this position, the employee must be mobile in an office environment and able to use standard office equipment.
  • Must be able to communicate orally and in writing and must be able to travel internationally.
  • Project HOPE employees may travel or work in Ukraine where working conditions are described as “difficult”.

Working environment:

  • Typical office environment with exposure to minimal noise level.
  • Emergency deployments may take place in resource-poor environments with austere living conditions.
  • Travel for extended periods may be by air and/or other modes of transportation.
  • HOPE Project employees may be required to travel or work in oblasts along or near the current conflict line in Ukraine.
