The Independent Atlantic League, one of four independent leagues designated as official MLB partner leagues following MiLB’s 2020 reorganization, will revert to the traditional method of calling balls and strikes in 2022, reports JJ Cooper of Baseball America. The league had adopted the Automated Ball-Strike (ABS) system – known colloquially as “robo-ump” – before the 2019 season, when it struck a deal with Major League Baseball to test equipment and Rule changes under consideration for use in Affiliate Ball. The league will also reduce the pitcher’s rubber-to-home distance to the conventional 60 feet, 6 inches after a season-ending trial of an extra foot was frowned upon by players and coaches.

As Cooper points out, the strike zone change is likely driven by the expectation of more widespread implementation of ABS among miners; there was no official announcement, but MLB did post Jobs for an ABS technician to work with each team in Triple-A West (the successor to the Pacific Coast League) earlier in the offseason. The technology was also deployed in the Low-A Southeast (the revamped Florida State League) in 2021 and the 2019 Arizona Fall League.

While just one of many rule changes mooted by the commissioner’s office during Rob Manfred’s tenure, the proposed automation (and thus standardization) of the Strike Zone has proven to be among the most polarizing. Beyond longer-standing intra-fan disputes over the relative value of innovation and tradition, proponents of the idea have suggested that a strike zone standardized by precise technological measurement would greatly reduce the element of human error in refereeing decisions (and, perhaps, would reverse the trend of declining contact rates), while those who oppose it argue that the vagueness, ambiguity and idiosyncrasies of referees individual characters – as well as the arguments that often arise from them – add intrigue and drama to the game.

Regardless of their opinion of the potential implementation of ABS at the big league level, any longtime fan of the game will recognize a gradual change in the strike zone since the advent of pitch tracking technology in the early 2000s, when MLB introduced the QuesTec umpire. Information system in major league baseball stadiums to track umpire performance. This much less invasive system has drawn its fair share of criticism (Curt Schilling infamously took a bat for a QuesTec camera after a bad start in May 2002, and the umpires’ union filed a grievance with the National Labor Relations Board about its use before obtaining its withdrawal in the 2005 contract negotiations). However, these are long-term effects (as compiled in 2017 by Joe Lemire of Sports Business Journal) made the effective strike zone closer to its rulebook definition, decreasing its width while increasing its height.

Despite the removal of ABS, the Atlantic League will continue to test a number of potential adjustments to the game, including the use of 17 inch bases (2 inches larger than standard), anti -change (which require all four infielders to have two feet in the infield before each pitch), and improved extra-inning “zombie runner” rules (which would place runners first and second to start the 10th inning and charging bases in all innings thereafter). Other changes to Atlantic League play are expected to be announced later in the spring.

Elaine Howle retired the other day after more than two decades as a state auditor, but left a few reports that cement her legacy as a fierce watchdog of inefficiency and malfeasance within state and local governments.

Capitol insiders are waiting for the legislature and Gov. Gavin Newsom to name his successor and reveal whether Howle’s independent and candid approach to often complex governance issues will continue.

Within days of Howle’s departure, one of the remaining reports was released, revisiting a thorny issue that dates back 16 years called the Financial Information System for California. It’s a goofy title written to justify a catchy acronym, FI $ cal.

Launched in 2005, FI $ cal was to be a comprehensive project that would replace dozens of incompatible and outdated accounting systems and thereby give officials and the public a more accurate and timely picture of state finances.

MAINE, US – The Maine Department of Health and Human Services released its annual child welfare report on Wednesday and, among several topics, detailed how the pandemic has affected both the systems that take care of families and families themselves.

This report comes after five children died in Maine in June 2021.

According to the report, the Office of Children and Family Services has been working to put in place system improvements following an assessment of Maine’s child welfare system.

State officials processed 12,000 child protection investigations in 2021, according to the report.

At the end of 2021, the Maine Child Protection Ombudsman said little had been done to address “deep-rooted issues” with the OFS.

Read the DHHS response to the mediator’s remarks here.

Wednesday’s report touched on several steps to improve the agency, including launching the “Family First” program to better support families at risk and an overhaul of an outdated IT system.

Throughout 2021, DHHS continued to develop the new comprehensive child protection information system, named Katahdin. The system is designed to help eliminate inefficiencies and improve the way social workers and supervisors do their jobs, according to the report.

The report also found that the number of children in care has declined after years of steadily increasing.

As of October 2021, approximately 2,200 children were in detention in Maine.

“Together, these reports provide valuable information about the Maine child protection system and other opportunities to improve the health and safety of Maine children,” DHHS Commissioner Jeanne Lambrew said in A press release. “We especially thank the Ombudsman for acknowledging the pressures Maine families and our frontline staff have faced over the past year, particularly those resulting from the COVID pandemic, which has exerted pressure without precedent on our systems and supports. “

The California State Auditor’s Office will release a report this month focusing on the efforts of the California Department of Technology (CDT) to improve the information security of state agencies.

The state’s cybersecurity stance has been previously pointed out by the auditor’s office, most recently in an August report that cited the CDT as well as the California Department of Corrections and Rehabilitation, the California Department of Health. Care Services, the California Department of Public Health, and the California State Teachers’ Retirement System. The auditor found that these five agencies pose a “high risk” to the state because of their information security practices. This report also noted that the Office of the Auditor had first raised the issue of information security in September 2013.

This month’s report will use “independently developed and verified information” to assess information security compliance by state “reporting entities” (those under the jurisdiction of the direct authority of the governor) and “non-reporting entities”, which are those not under the direct authority of the governor, such as constitutional offices. and the judiciary.

The next report:

  • Examine and assess the laws, rules and regulations important to the objectives of the audit.
  • To assess CDT’s oversight of the information security of reporting entities, including its progress in establishing an information security benchmark status for reporting entities.
  • Determine if reporting entities’ compliance with information security standards has improved.
  • Assess the measures and directions CDT has developed to address the increased security risk due to the number of state employees who are now telecommuting due to the COVID-19 pandemic. For a selection of reporting entities, determine the measures taken to address the risks of teleworking and whether they are in line with CDT guidelines and determine whether there has been an increase in information security incidents reported during the reporting period. pandemic.
  • Determine whether non-reporting entities have improved their compliance with selected information security standards. Evaluate their efforts to mitigate risks associated with teleworking and determine if there has been an increase in information security incidents during the pandemic.
  • Review and assess any other significant issues for the audit.

In its August report, the Auditor’s Office explained why it kept CDT on its “high risk” list:

“State entities have not shown sufficient progress in addressing deficiencies in their information system controls,” the auditor’s office wrote. “Reporting entities continue to struggle to improve their information security status, as evidenced by their performance in a nationwide information security review sponsored by the federal government. For example, reporting entities have themselves reported weaknesses in their information security programs since at least 2018, ranking on average slightly below the minimum recommended by the federal government. In addition, reporting entities have remained stagnant in their development of information security, as the state’s average scores remained almost unchanged between 2018 and 2020. ”

The auditor added, “Non-reporting entities also need to improve their information security status. Specifically, we interviewed 31 non-reporting entities, and only four reported full compliance with the selected information security framework and standards. In addition, three entities have not even adopted a framework or standards. Therefore, as weaknesses persist in information security controls across all types of state entities, information security remains a high risk statewide issue.

The Auditor’s office did not specify a release date for this month’s report.

In June of last year, 12 companies supplying main battle tanks received requests for information (RFIs) from the Indian government. The RFI related to the supply of approximately 1,770 new tanks to the Indian army within the framework of a program called Future Ready Combat Vehicle (FRCV).

In preparation for more than a decade, the FRCV envisions the replacement of the Indian Army’s Soviet-era T-72 tank fleet. The first of the new tanks is expected to enter service by 2030 and will have advanced networking capabilities to communicate with ground and air forces. The value of the FRCV contract was previously estimated to be around $ 5 billion. The French Nexter was one of the companies to receive the RFI, with companies in Russia, Israel, Europe, Turkey and the United States.

Last week, the French government informed the National Assembly, the country’s lower house of parliament, that it would support Nexter’s industrial proposal for India. The FRCV project envisions manufacturing the selected tank in India with a “strategic partner”.

The French government’s response was published on December 28 and answered a question from Nicolas Dupont-Aignan, Member of the National Assembly. Asked about India’s FRCV project, Dupont-Aignan called for the resumption of production of Nexter’s existing Leclerc tank. The French army had inducted a total of 406 Leclerc tanks in the mid-2000s. The Leclerc was also exported to the United Arab Emirates, which donated dozens of this type to Jordan.

In his question, Dupont-Aignan stressed that France was only modernizing around 200 Leclerc tanks for use until 2040. Dupont-Aignan stressed that “over the next 20 years, nothing is planned to effectively strengthen the heavy land combat means “of the French. Army. He argued that Nexter would win the FRCV contract would mean separate production lines for the Leclerc in France and India, which would make “the purchase price of this tank particularly competitive, for both the Indian and French armies and for export “.

He argued that France needed at least 400 tanks. Dupont-Aignan also highlighted the possibility of sharing with India the cost of developing specialized versions of the Leclerc for purposes such as the command vehicle, artillery platform and air defense.

In its response to Dupont-Aignan, the French government declared that it would ensure synergies “which may exist between the needs of the Indian armies and our national needs”.

The Leclerc

In his question, Dupont-Aignan noted: “The Leclerc tank with its mass of only 55 tonnes, its good mobility with its 1,500 hp engine and the excellence of its turret and firing system, is very well placed. »To win the FRCV contract.

The Leclerc is lighter than most large Western tanks such as the American M1 Abrams, the British Challenger, and the German Leopard 2, all of which weigh over 60 tonnes.

The Leclerc also has a crew of three men, unlike the other three Western models, the “charger” being absent. Instead of the magazine, a soldier who manually inserts cartridges into the pistol, the Leclerc has an “autoloader” device for this purpose; Russian tanks such as the T-72 and T-90 are also equipped with automatic chargers. The Leclerc also has an advanced communication system for networking with land and air units.

The French Army’s Leclerc tanks are currently being upgraded to the Leclerc XLR standard, which would include a modular armor set, a new combat information system, radios, jammers and a remote machine gun.

Nexter is working on a futuristic tank project with German Krauss Maffei Wegmann for a common tank to replace the Leclerc and Leopard 2, but the vehicles are unlikely to go into mass production by 2040. The response from the French government in the National Assembly did not specify what type of tank Nexter would offer India.

With an aging population, the demand for medical services is increasing year by year, leading to a severe shortage of health personnel. According to the Food and Health Bureau’s latest review of the health workforce projection this year, the shortage of doctors and nurses will worsen in the long term. It is estimated that Hong Kong will be short of 1,949 doctors and 5,060 nurses respectively by 2040.

Over the past ten years, Hong Kong has tried to solve the problem of health workforce shortage through diverse solutions, such as increasing admissions to local medical schools, adjusting the policy to recruit untrained health professionals locally, but the improvement is minimal. Faced with this increasingly severe challenge, I am encouraged by the determination of the authority to embark on the development of smart hospitals.

Through the full use of the latest information technology, smart hospitals are expected to improve the quality and efficiency of medical services, nursing care, treatment, support services, from diagnosis to day-to-day management.

A hospital covers a wide range of aspects, including patients, staff, hospital beds, medical equipment, medications, ancillary supplies, and research. Keeping up with the ever-changing issues and managing all of those resources can be quite complicated. Therefore, the Geographic Information System (GlS), an advanced technology, should be introduced for better coordination and analysis of these complex needs.

With an interactive indoor GIS map, management can mobilize the team and accurately direct the workforce, from patrol robots to security personnel, to designated locations. To manage various resources and equipment like IV pump, wheelchair and mobile x-ray machine, three-dimensional (3D) GIS virtual cards can create a digital twin with the use of color coding methods to visualize different resources. in real time .

Real-time indoor map system not only displays resource location but also availability, it helps the staff member to allocate resources and make immediate adjustment. For example, when a visitor with reduced mobility or a patient leaving the operating room needs to use a wheelchair, the map can display the nearest wheelchair location and quantity, so that healthcare professionals can make arrangements on time. And when a healthcare worker finishes their shift, any equipment under their responsibility can be tracked by the incoming shift based on the map display, improving efficiency, preventing wasted supplies, and helping to deploy the workforce flexibly.

Another essential function of the MIS is the Common Operational Image (COP) which facilitates coordination and division of labor between departments. Using mobile app or desktop computing application, as well as cloud technology, staff members can perform real-time communication reliably and securely.

The development of smart hospitals has become a global trend. However, the compatibility and interoperability of different advanced technologies, such as the Internet of Things, big data, artificial intelligence and telemedicine, is an issue. In addition, there are many documents and files in the hospital, patient medical records, staff attendance records, status of supplies to registration of medication use, which makes management tedious and time consuming files.

With the use of GIS, management can achieve greater impact with less effort. The forefront of this advanced technology is its open system which is strong in collecting, integrating and coordinating data from different sources, and linking with other information for analysis, it is a great help for decision making.

In addition, the authority can add data like 3D city model, Land and Building Information Modeling (BIM) to the GIS platform to perform space airflow analysis. exterior and semi-exterior of the hospital, in order to detect the risk of viruses spreading in the area. It can even predict the needs of medical services in the community to aid in future hospital site selection and medical facility configuration.

Currently, Hong Kong public hospitals are gradually moving towards digitalization. The Hospital Authority (HA) plans to transform 18 hospitals with accident and emergency departments into smart hospitals with more technology to lighten the workload for healthcare workers. GIS not only facilitates the management of medical resources, promotes communication, but also analyzes long-term needs for medical needs. If the authority can make good use of GIS, it will certainly improve the quality of medical services and alleviate the shortage of health personnel.
