WASHINGTON – Experts in government, agriculture, water management and the environment highlighted the danger of climate change-fueled droughts in the West on Wednesday at a U.S. Senate hearing , including in the Colorado River Basin.

During a hearing before a panel of the Energy and Natural Resources Committee, witnesses said long-term solutions and investment in water infrastructure are needed to combat the effects of climate change.

Tanya Trujillo, Deputy Secretary for Water and Science at the Interior Ministry, said the $ 8.4 billion earmarked for the West in an infrastructure bill passed by the Senate would replace water infrastructure, which will prevent water from escaping. The bill also invests in technology that can capture water, she said.

The passage of this bill in the House remains tied to Democrats in Congress reaching agreement on the largest social infrastructure package proposed by the Biden administration.

“We will experience inevitable reductions in water supply to farms and hydropower production, degradation of ecosystems and urban areas will have to conserve water,” Trujillo said.

Tom Buschatzke, director of the Arizona Department of Water Resources, said Arizona has been in a state of drought emergency since 1999.

“The past two decades of continuing drought in the western United States, and particularly in the Colorado River Basin, are testing the seven Colorado River Basin states in Arizona, California, Colorado, Nevada, New -Mexico, Utah and Wyoming, as well as the Republic of Mexico, to meet the needs of the 40 million people and millions of hectares of farmland that depend on the river, ”he said in his opening statement.

Droughts, exacerbated by climate change, will likely be more frequent by 2050, according to at Yale Climate Connections, an initiative of the Yale Center for Environmental Communication.

In late September, the National Integrated Drought Information System, part of the National Oceanic and Atmospheric Administration, determined that over 40 percent of the United States, and nearly 48 percent of the lower states, are in drought.

A risk assessment is a fundamental process for any organization to understand, quantify and formally document the risks posed to the organization. In the cyber context, this allows an organization to consider which systems or assets are critical to the business or a key enabler, their associated vulnerability or exposure to a cyber event, and the threat to the organization.

The aim is to reduce the residual risk to as low a level as reasonably possible given the risk appetite of the organization and the resources available. It should be emphasized that an organization will never be without risk, but the organization may be in a position where these risks are managed proactively.

IS1 has been deprecated for some time

If we go back in time, the standard that most Information Assurance (AI) consultants used and was based on HMG Information Assurance Standard No.1 – most of us know it as ‘IS1. Following a purest AI approach, this standard has been used to assess the risks in relation to the Confidentiality, Integrity and Availability of an Information System.

The problem was that these standards did not keep pace with the cyber realm and the ever-changing threats an organization faced. Therefore, the NCSC decided to no longer support the standard. In the words of the NCSC:

“… It was not uncommon for decisions to be justified on the basis of an accreditation, policy or protection mark, rather than a good understanding of technical security risks. This fundamental lack of understanding of risk meant that decisions weren’t really made in the name of safety, let alone business needs. “

The NCSC, although no longer supporting documents, retained IS1 and IS2 as legacy documents. This means that any organization that wants or needs to use them can do it, but the NCSC stresses that organizations must always get the right results – framing cyber risk in the context of the business. The IS1 standard is still available on the National Archives website, but as it is no longer maintained, it should be used with caution.

What are the NCSC risk assessment guidelines?

The NCSC has updated its risk assessment guidelines to provide organizations with more flexibility to tailor risk assessment to their organizational needs. Recognizing that there is no “one size fits all”, the NCSC endorsed the use of component (bottom up) and system (top down) risk management techniques.

A component-based approach enables an organization to understand the specific risks facing components of a larger system, taking into account the impact, vulnerability and threatens to components. This allows risks, and subsequent mitigation activities, to be prioritized accordingly to address the most serious risks first.

A system-based approach takes a slightly different approach by allowing the organization to use the goal of the system as a starting point, rather than focusing on each independent component. The emphasis on a systems-based approach, following iterative systems engineering-type approaches, is to understand how each aspect of the system interacts and how it resists the cyber threat.

What about the National Institute of Standards and Technology (NIST)?

Many organizations have attempted to align with the frameworks produced by NIST in the United States. These frameworks should not be seen as a competitor to existing standards such as ISO27001, but offer organizations a structured way to improve their discovery and understanding of the cyber risks they hold.

The stated purpose of the NIST Special Publication 800-30 ‘Guide for performing risk assessmentsis to assist risk assessments of US government information systems and organizations, aligned with other NIST publications in the 800 series. Following this risk assessment process ensures that senior management has the information. that it needs to respond appropriately to the identified risks.

While the framework should be tailored to the business needs and objectives of an organization, it provides a structured way to identify and quantify the threats, vulnerabilities and impacts to an organization or system. It is up to the organization to determine whether it should follow a threat, systems / component or tile based approach to achieve the optimal process for its objectives.

Drivers who have issued citations deemed inaccurate or misleading may continue to have difficulty getting information removed from databases used for pre-employment screening, based on a recent appeal court ruling.

In ruling that the Federal Motor Carrier Safety Administration is not considered a consumer reporting agency – even though the FMCSA falls under the jurisdiction of the Federal Credit Reporting Act (FCRA) – the United States Court of Appeals- United for the District of Columbia Circuit has denied owner-operators increased protections against the consequences of inaccurate or misleading information in the FMCSA safety report databases.

“We were hoping the news would have been that the drivers would have had a new tool to protect their reputation,” Paul Cullen, lawyer for the plaintiffs in the lawsuit, told FreightWaves.

“If you have a major violation on your PSP [Pre-employment Screening Program] report, people are much less willing to do business with you, whether you are a driver looking for a job or a transporter trying to get loads from brokers. It can have a huge impact, and that’s why these pilots have gone to court to try to defend themselves.

The case began with a district court lawsuit filed in 2012 by four owner-operators and the Owner-Operator Independent Drivers Association against the US Department of Transportation and the FMCSA.

The drivers had all received tickets – later reduced or terminated – for violating state vehicle safety laws, but the FMCSA refused to remove the original quotes from its motor carrier management information system. (MCMIS). The drivers then authorized the release of their PSP reports, which also included the original quotes, as required by potential employers. The drivers alleged that the quotes caused them to miss employment opportunities.

In 2016, the district court dismissed the complaint for lack of quality. It was amended in 2018 but rejected again in 2019 on the grounds that the FMCSA, by publishing MCMIS records as required by law, is not a “consumer assessment agency” under the FCRA, and the drivers subsequently appealed. The appeal court’s review was decided on September 24.

Cullen pointed out that a “significant positive” change occurred in FMCSA’s safety reporting procedures soon after the complaint was filed: whether a decision is overturned without a fine or if the person is found not guilty. , the violation is removed from the driver’s record.

However, “there’s still work to be done to make sure this whole process is fair,” Cullen said. “Inaccurate or misleading safety information is always available to potential employers. “

Prime Minister Narendra Modi launched the Jal Jeevan Mission (JJM) mobile app on Saturday, seeking to make the most of technological advances to ensure villages and rural households have access to safe drinking water.

The mobile app will improve stakeholder awareness and contribute to greater transparency and accountability of programs under the government’s flagship mission, Jal Jeevan.

The prime minister said the Jal Jeevan mission has empowered the country’s women by saving their time and effort that was previously spent traveling long distances to fetch clean water.

What is the JJM mobile application?

According to the Jal Jeevan mission website, the mobile app will provide details on water infrastructure, a dataset verified by Aadhaar on beneficiaries, as well as information on water quality and contamination for each village. . ISLAMABAD: Social media companies could face a fine of up to Rs 500 million if they fail to comply with instructions from the Pakistan Telecommunications Authority (PTA) to block online content.

The Federal Cabinet has already approved the “Rules for Removing and Blocking Illegal Online Content (Procedures, Monitoring and Safeguarding) 2021” and now the Ministry of Information Technology and Telecommunications will issue a regulatory decree (SRO) to put implement new rules after getting approved minutes. of the cabinet in the coming days.

Now the new rules, once implemented, would have binding effects on social media companies. Any person or organization has the right to express and distribute any content online in accordance with article 19 of the Constitution of the Islamic Republic of Pakistan, 1973.

The Authority receives complaints about online content. A complaint for blocking or deletion of online content may be filed by: (i) any person, or their guardian, when that person is a minor, harmed by the online content; or (ii) a government ministry, division, attached department, subordinate office, provincial or local department or office, government law enforcement or intelligence agency, or government owned or controlled company .

In the event that a service provider or a social media company, as the case may be, does not remove or block access to online content or does not comply with the instructions issued by the Authority under paragraph ( 2) within the specified time, the Authority may take action in accordance with the following procedure: (i) serve a written notice requesting the service provider, social media company or major social media company to remedy the contravention and to provide a written explanation within 48 hours to the satisfaction of the Authority in the event of non-compliance with the directives of the Authority;

(ii) where the service provider, social media company or a major social media company does not respond to the notice or satisfy the Authority with respect to the alleged contravention referred to in the sub-regulation, (i ), the Authority may, after having granted the opportunity to be heard and, by written order, to take one of the following measures: (a) downgrade the services of this service provider or social media company or a significant social media company for a period deemed appropriate by the Authority; or (b) block or issue instructions for blocking the entire online information system or (c) impose a penalty of up to Rs 500 million.

Provided further that notwithstanding anything contained under clause (ii) of subsection (7), the Authority shall block the online information system in accordance with the instructions of the court or the written instructions of the federal government or the Ministry of the Interior, as a case may be, issued under any other law currently in force.

The service provider, social media company and major social media company must not knowingly host, display, upload, post, transmit, update or share any content online in violation of local laws.

Provided that the following actions by a service provider, social media company and major social media company do not constitute hosting, posting, editing or storing the information as specified in sub-rule (3): (a) temporary or transient or intermediate storage of information automatically in the online information system as an essential feature of this online information system, not involving any exercise of human editorial control, for subsequent transmission or communication to another information system; or (b) removal of access to any information, data or communication link by a service provider and a social media company after such information, data, communication link by a service provider, a social media company and a significant social media company after information, data, communication link comes to the actual knowledge of the social media company in accordance with any order or directive in accordance with the provisions of the Act.

The service provider and the social media company must provide the investigative agency designated or established under section 29 of the law with any information or data or content or sub-content contained in any information system online owned or managed or managed by the respective service provider or social media company, in a decrypted, readable and understandable format or in plain version in accordance with the provisions of the law.

The service provider and the social media company should deploy mechanisms to ensure the immediate blocking of live streaming via online information systems in Pakistan of any online content, in particular, related to terrorism, speeches by hatred, pornography, incitement to violence and detrimental to national security when receiving notice from the Authority.

A major social media company must: (a) register with the Authority, within three months of the entry into force of these rules; (b) establish an office in Pakistan on the instructions of the Authority with a physical address preferably located in Islamabad; (c) appoint an authorized compliance officer, based in Pakistan, to ensure compliance with the provisions of the law, these rules and the guidelines of the Authority, within three months of the entry into force of these rules; (d) appoint a dedicated Pakistan-based Grievance Officer for redress of grievances received by him against the Online Content, within three months of the entry into force of these Rules. The grievance officer must resolve complaints as soon as possible, but no later than seven days after receiving the complaint.

The significant social media company will publish on its online information systems the contact details as well as the mechanism by which the User or any complainant who suffers as a result of accessing or using the Online Information System can notify its complaints; (e) respect the privacy of user data and the location of data in accordance with applicable laws and (f) deploy appropriate content moderation methods, including content moderation systems based on artificial intelligence (AI) and content moderators familiar with local laws.

The new rules relaxed the previous condition of establishing an office in Pakistan within six months of the entry into force of the rules and stated that, on the direction of the Authority, establish an office in Pakistan, to the extent possible .

The rules will provide, among other things, safeguards, processes and mechanisms for the exercise of powers by the Authority under the law to remove or block access to illegal online content through any information system.

The rules provided that the authority would not restrict, disrupt the flow or disseminate any content online unless it deemed it necessary for the reasons prescribed in section 37 (1) of the law, subject to ‘due process.

Provided further that, without prejudice to the generality of powers under section 37 (1) of the law, the removal or blocking of access to online content would be considered necessary in the interests of ( i) the glory of Islam, (ii) the security of Pakistan, (iii) public order, (iv) decency and morality, and (v) the integrity or defense of Pakistan.
